An old man, Brushy Bill Roberts, treks across the desert to the highway where he's met by lawyer Charles Phalen. He's hired Phalen to get him a meeting with the governor. He's dying and he wants the pardon promised to him 70 years ago. He claims to be Billy the Kid. Phalen protests that Billy the Kid died long ago in a shoot out with Pat Garrett and asks Bill if he has any scars or anything as proof.
