Arlo goes back to his ice cream company to steal another truck, while Mason buys ice at a corner store for the compact. Brynner ambushes Arlo, and uses threats to coerce Mason into setting up a meeting. Brynner becomes aware of the rangers that are chasing Mason. Brynner, Vaughn, and Arlo meet Mason at the dam they agreed upon. Vaughn shoots Mason in the leg as he and Arlo try to escape, The rangers soon arrive at the scene. Lieutenant Vitelli arrives and talks to Brynner. Brynner threatens to kill 3 million people unless Vitelli leaves. Vitelli leaves and makes a plan to attack later. Brynner sets up a video camera for demonstration, and leaves a small part of Elvis near Arlo and Mason. Brynner soon realizes Mason tricked him, and kept Elvis. Mason and Arlo steal a delivery truck, and rush off.
