In Manchuria in 1935, all of Pu Yi's men have been disarmed by the Japanese. The Manchurian Prime Minister has resigned and Pu Yi walks through his hall learning that there is a political shift. He is urged to sign a proclamation bonding Japan to Manchuria. He refuses and the Japanese delegation leaves the room. Soon everyone leaves the room -- Pu Yi has no power anymore.
