Robert meets with the Chief of Staff in preparation for a speech to the media. Robert gives the speech at the White House briefing room. In the middle of it, Robert goes off the text and says he can't do it. He can't wage war on his own family. Then he leaves the White House and walks down Pennsylvania Avenue. He gets into a cab and heads for the airport.
