Billy drives a hard bargain with Governor Wallace. He wants a full pardon if he testifies against the Dolan-Murphy faction. The Governor agrees to the pardon if Billy will stay out of New Mexico. The Governor suggests that since the Murphys will hunt Billy as soon as he testifies, Billy should be arrested as a ruse so he can stay safe.
